Europe experienced widespread relief on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: hopeful statements are issued from multiple capitals. Significant resources is allocated on restraining particular approaches. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from Russian territory, a ability enabled by up-to-date information. From vantage locations, defense planes that had been scrambled to counter approaching guided weapons roared overhead – sophisticated military planes delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, probably delivered by Western nations. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly becomes sober acceptance: possibly the hostile projectile won't hit its mark this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Not long after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a defensive team – almost certainly imported technology. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.
Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are demonstrably unable to substitute in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from American leadership provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new proposal from Washington adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually secure success. This trend will, no doubt, endure.
Tactical Assessments
It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a assumption understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is impossible to pressure the Kremlin to abandon the land that it presently holds in Ukraine's south or east.
The issue is that while accepting these circumstances, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not change more in its advantage in the near future.
Divergent Views
Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a complete military breakdown until circumstances change in its advantage.
Current Realities
Objectively, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their mission will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all achieved their purpose.
While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, primarily depend on continued Western support.
