The Former President's Woke Alarm Overlooks The Continent's Real Threat: Economic Decline.

The recent US security policy document presents a flawed assessment of the European Union. The document asserts that unrestrained immigration and what it terms "woke" agendas pose an existential risk to European civilization. Yet, this argument is based on a fundamental misinterpretation of the situation. The actual danger facing Europe is not cultural but economic and technological lag.

The Stark Growth Divide Between Europe and the US

The data reveal a sobering picture. From 2008 and 2023, US GDP grew by eighty-seven percent, compared to a mere 13.5% growth for the EU. Over this time, EU GDP per capita fell from over three-quarters to just half of the US level. Strikingly, even the poorest US state now has a higher per capita income than several leading EU nations like Italy and France.

Today, about 50% of the world’s top fifty tech companies are US-based, while a mere four are from Europe.

The Technological Deficit: A Critical Problem

This widening disparity is driven by stronger productivity growth in the United States, largely due to breakthroughs and better use of resources. The scene of world technology leadership is overwhelmingly US-centric. Over the past fifty years, 241 US firms have scaled into companies valued at more than ten billion dollars, versus only fourteen in the European continent.

This disparity prompts a vital issue: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, what is Europe stand? Most analysts agree it is essentially a contest between two involving the US and China, with European nations entering at a clear disadvantage.

Root Causes of Europe's Technological Lag

A number of major reasons explain this innovation chasm.

  • Venture Capital: The US boasts a far deeper and agile system for funding startups. The EU has yet to establish a genuine unified investment market, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A US startup can launch a product under one set of laws to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is divided among 27 separate regimes, creating huge internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was once met with stigma, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has weakened its capacity for breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

In spite of these hurdles, there are reasons for optimism. European leaders are increasingly aware of the severe threat and have started to propose substantial change. Notable analyses on European competitiveness and the internal market point to the need for sweeping changes.

Given appropriate policies and regulatory reforms, Europe's strengths might enable much higher levels of business-led breakthroughs.

Europe still possesses considerable strengths: high-quality workforce, excellent education systems, and premier labs. Coupled with a vast domestic consumer base and high savings rates, these foundations have the potential to trigger a new wave of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in developing next-generation tech, it can still significantly increase economic output by implementing and tailoring advancements from elsewhere.

An Inflection Point

The European Union now stands at a critical moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, the continent's technological decline has been steady. However, without decisive action to tackle its deep-seated problems, today's slow erosion could give way to a rapid and permanent loss of global economic relevance.
